The BIC/1E is a current stabiliser of Barretter. It will maintain a constant current of 0.98 Amps for a voltage of 3 to 9.5 Volts. It would be used in a series circuit to limit current. The B1C/1E was the prototype for the CV433 - also on the glass.
The active element is a coil of iron wire.
Here the wire element can clearly be seen to be supported by a glass rod.
The thin glass tube envelope is 19 mm in diameter, and including the base caps is 72 mm tall.
