The 1928 is a current stabiliser for use on 180 mA heater chains. The current is virtually constant for voltages of 90 to 220 volts.
The Philips identification and Made in Holland. The 1928 is almost too faint to read.
The coiled wire (probably iron) is held in place by the folded tips of the supports.

The wide glass tube envelope is 38 mm in diameter, and excluding the B4 base pins is 117 mm tall.
