The HU8525 is a current stabiliser or Barretter. Traditionally the barretter was used to keep heater chain current constant over a range of fluctuations in mains voltage. The fine coiled wire is normally iron and the envelope is hydrogen filled.
See also H85-255/80 for a very similar Barretter.
The wire from the top of the central glass support to the top pip is for support and does not emerge from the glass.
A section of the filament showing the close wound coil. This looks to be a low current device possibly for HT stabilisation.
The wide glass tube envelope is 38 mm in diameter, and excluding the B4 base pins is 158 mm tall.
