This exhibit looks to be a neon Wattmeter but no specific information has been found. These Wattmeters were coupled to the waveguide that carried the output of a cavity magnetron. The length of the glowing column indicated the power.
The other end of the thin tube looks to have an internal graphite coating as the electrode. There is no external connection. The end bulbs are 25mm in diameter.
The thin glass tube envelope is 7 mm in diameter, and including the base is 190 mm tall.
