The PCL82 triode pentode is a typical audio output and/or frame oscillator and output stage valve. Peco looks to be a reseller that was active during the peak of the valve television era.
The double valve enabled the demodulated audio signal to be amplified and applied to the speaker by using the minimum number of components and printed circuit board space.

The triode section is the same height as the pentode section. Both control grids are fitted with copper supports and heat radiating fins.
The thin glass tube envelope is 20 mm in diameter and excluding the B9A base pins, is 71 mm tall.
