The Philips 1909A barretter is a current stabiliser on a B4 base but pin 2 is omitted. The current stabilised is 1.15 Amp and the working voltage range is between 10 and 30 Volts. At 20 volts the tube current is between 1.08 and 1.22 Amps.
The wire is a single strand and is not coiled. Looking at the left of the picture reveals the failure of the wire and a small fused blob.
The dome carries the maker's name and the fact that Philips made this in Holland, probably in Eindhoven.
The balloon envelope is 52 mm in diameter, and excluding the B4 base pins is 98 mm tall.
