The STV140/60Z is a rugged voltage stabiliser produced in Germany from the 1930s. It has an ignition anode as well as the main anode.
The Wehrmacht used these valves in radio equipment.
The top is a ceramic disc with a threaded brass insert. A moulded handle would screw into the thread to facilitate changing the valve in the field.
This image from AKU-BAT.cz shows the holder and on the side is the BAL symbol indicating military inspection has taken place.
The thin metal tube envelope is 25 mm in diameter, and excluding the base pins is 42 mm tall.
