The CE31V is a photocell designed to have maximum sensitivity in the visible region. The photo-cathode hangs from the top cap connection and the anode wire ring connects via the base pins.
The front of the glass has been ground to diffuse the incident light. The rectangular wire ring is the anode and the cathode is the half cylinder on the right.
