The 7054 is a miniature transmitting pentode designed for operation from lead-acid battery supplies. The use would be as Oscillator or frequency multiplier or PA. The anode dissipation is 5 Watts.
The RCA brand printed on the envelope.
The construction is clearly seen here. The cathode and inner grids, bright beam plate and finally anode plates either side of the centre and joined by a strap. The grids are shaped to pass flat across the cathode.
The thin glass envelope envelope is 20 mm in diameter and, excluding the B9A base pins, is 59 mm tall.
