The 5899 is a special quality version of the EF731 miniature RF pentode. In this exhibit the flying lead connections have been cut short and so look like pins. The data-sheet is dated 1958.
The data-sheet recommends mounting in a metal clip to act as a heatsink.
The three grids are wire wound and the anode is a cylinder around the centre of the grid length with two full height sections that are face on to the grids.
The thin glass tube envelope is 10 mm in diameter, and excluding the base wires is 34 mm tall.
References: Data-sheet & 1040 Type 5899 was first introduced in 1958. See also 1958 adverts.
