The X76 is a frequency changer designed for series heater chains. The X76M looks to be identical as both have an outer metal paint coating.
The Osram identification and the wire connecting the base to the external metal screening paint.
The wide glass tube envelope is 29 mm in diameter, and excluding the IO base pins is 87 mm tall.
